Are Home schools operating "PRIVATELY" raking in "Millions of Dollars" for "PUBLIC" Schools in SOUTH CAROLINA"?

Remember HSLDA Letter sent to Berkeley County "FOR AT RISK STUDENTS" COORDINATOR, August of 2004? Page 1 of letter & Page 2 of letterLet us not forget the Ware Shoals letter either! Page 1 of letter & Page 2 of Letter .  These are not the only districts or letters!
 
Phyllis Thornwaite, FOR AT RISK STUDENTS COORDINATOR for Berkeley County informed us that she maintains a file with all the 2nd and 3rd option home school children names, which they attempt to obtain each year, by "DEMANDING" association issued paperwork to each 2nd and third option home school, which until now, we could not find any reason why school districts were maintaining in the first place! By the way," For At Risk Students" is the name of that file.
 
OUR HOME SCHOOL STUDENTS ARE LEGALLY IN SCHOOL.  However, they are not funded by any public funds. (e.g., federal or state taxes!)  Our home schools are "PRIVATELY FUNDED!  Therefore, the "PUBLIC SCHOOLS SHOULD NOT BE OBTAINING ANY FUNDING FOR OUR CHILDREN!)
Is this the amount of money the below named school districts received for students that home schooled through SCAIHS or One of the Many Third Option Home School Associations: (SC ST SEC 59-65-45 & 47), under the TITLE of "For At Risk Students", collected under the CATEGORY "LD" REV CODE "3323". Account Code Definitions  Excuse me for asking ; NOT, Are you telling me that the Department of education is claiming our children are psychotically impaired, due to the parental decision to educate their child at home, completely autonomous of any tax funded education? If so, are the school districts also collecting and maintaining a the names "private school law, educated children as well, in the district files that is labeled "For At Risk Students?"  Further, in what way are the public schools spending the "For At Risk Students" received funding, on the so called 2nd and 3rd option home school child, which the "public school system is labeling "For At Risk Students"?   What law allows any "PUBLIC SCHOOL DISTRICT" to label any autonomous and free from any public funds, operating school, as anything, which results in any "PUBLIC SCHOOL DISTRICT" receiving any funds?  Why is there NO accounting for proof to said receipt of funds by any school district, as being legal?  Misappropriation of funds?  If so, elaborate please? 

This was provided by EFA - Patty Wheeler, 803-734-8147, pwheeler@sde.state.sc.us , to Ann of NBHSA SC, on Thursday, August 25, 2005, when Ann Ashley asked if the school districts receive funding for "At Risk Students".  Pat informed Ann, "It is listed on the website."  Ann informed Pat, "I can not find it anywhere!  What is the code number for "At Risk Student's"  Pat responded with, "3323".  Ann noticed that code "3323" was under CATEGORY "LD".  Ann asked Pat, What does "LD" stand for.  Pat Replied, "Learning Disabled".

Is this also the reason why School Districts are attempting to keep home schools from operating through the School District under SC ST SEC 59-65-40?  It looks like "For At Risk Students bring in far more money under the LD "e.g., FOR AT RISK STUDENTS"  3323 funding code than the $463.00 per student information we have posted on the following page! http://home.sc.rr.com/nbhsa/school_district_funds_received.htm

School Districts do receive funding for all Home Schools, which Home School through their respective school districts under SC ST SEC 59-65-40.
The funding the School Districts receive for Home Schools ( EIA PAYMENTS under Sub Funds 100 - Code 3132 Home Instruction), (3132   Home Schooling. Revenue provided to fund the cost of supervising, monitoring, or reviewing the education programs of students whose parents have elected to provide instruction in their homes rather than send them to public schools.}, is separate from the funding the School Districts receive for students that are Home Bound (EFA PAYMENTS under CATEGORY HB - REV CODE 3317): (3317- Homebound. Revenue to provide homebound or hospital instruction for children who cannot attend school because of illness, even with the help of transportation. A physician must certify that the student is unable to attend school but may profit from the instruction given in the home or hospital.), through their respective school districts.
Does the School Districts also receive additional funding for "At Risk Students" (EFA PAYMENTS under CATEGORY LD - REV CODE 3323 (This is the code used for those that do not fall under any other special needs code.), which considers and includes all home schools that operate under SC ST SEC 59-65-45 and SC ST SEC 59-65-47, according to the "FOR AT RISK STUDENTS" file, which more than one school district has admitted to collecting and placing 2nd and third option home school names, which they can obtain"?
The School Districts further receive additional funding for any home schooled child, which they can label with a special needs, regardless of what law they home school under, and that the public schools can get said home school to allow them to accept said special needs service, regardless of whether or not said service is ever actually provided! (This is another can of worms yet to be addressed and opened!)
This funding is as follows: 
(EFA PAYMENTS under CATEGORY EMH Educatable Mentally Handicapped - REV CODE  3322: (Educable Mentally Handicapped. Revenue to provide education for pupils whose intellectual limitations require specialized instruction to enable them to adjust socially and economically.); and
 
(EFA PAYMENTS under CATEGORY TMH Trainable Mentally Handicapped - REV CODE 3315 (Trainable Mentally Handicapped. Revenue to provide special training programs to enable pupils of legal school age who have been identified as having a mental capacity below that of those considered educable to become self sufficient.); and
 
(EFA PAYMENTS under CATEGORY EH Emotionally Handicapped - REV CODE 3321: (Emotionally Handicapped. Revenue to provide special education for students of legal school age who demonstrate adequate intellectual potential but whose learning is hampered by emotional, motivational, or social disturbances.); and
(EFA PAYMENTS under CATEGORY OH Orthopedic ally Handicapped - REV CODE 3326: Orthopedically Handicapped. Revenue to provide special education programs for students who have physical impairments which interfere with normal functions of the bones, joints, or muscles to such an extent that special facilities and instruction are required.); and
 
(EFA PAYMENTS under CATEGORY VH Visually Handicapped - REV CODE 3325: (Visually Handicapped. Revenue to provide special education programs for students who have no vision or whose visual limitations result in educational handicaps.); and
(EFA PAYMENTS under CATEGORY AUT Autistic Handicapped - REV CODE 3331: (Autism. Revenue to provide special education programs for students determined to have autism, a severe and chronic disorder that affects communication and behavior.); and
 
(EFA PAYMENTS under CATEGORY HH Hearing Handicapped - REV CODE  3324: (Hearing Handicapped. Revenue to provide special education programs for students four years old or older who are professionally certified as having hearing deficiencies.); and
(EFA PAYMENTS under CATEGORY SP H Speech Handicapped - REV CODE 3316: (Speech Handicapped (Category II, Part-Time Program). Revenue to provide special education for students with speech and language handicaps which interfere with or limit the student's ability to formulate, express, receive or interpret oral language.); and
 
(EFA PAYMENTS under CATEGORY HB Home Bound- REV CODE 3317: (Homebound. Revenue to provide homebound or hospital instruction for children who cannot attend school because of illness, even with the help of transportation. A physician must certify that the student is unable to attend school but may profit from the instruction given in the home or hospital.); and
(EFA PAYMENTS under CATEGORY LD - REV CODE 3323 , (This is the code used for those that do not fall under any other special needs code.) Learning Disabilities. (Revenue to provide special education programs for students who exhibit a disorder in one or more of the basic psychological processes involved in understanding or using spoken and/or written communication.)

School Districts are not supposed to receive funding for any Home School, which operate under SCAIHS - SC ST SEC 59-65-45 or one of the many third option Home Schools SC ST SEC 59-65-47 .
Home Schools, which operate under SCAIHS or one of the many third option Home School Associations, do not receive any funds from any state or federal taxes. In Fact, we do not receive any funding or benefits what so ever from any "AT Risk Student" funds, which we believe the districts are receiving under code 3323, which is also the same name of the file certain districts admit they are putting our autonomous school children names in!" . Note the word "Autonomous": This is why second and third option home schools are free to home school their children without interference from public funded government officials.  
SCAIHS and third option Home Schools will remain free from interference by public funded government officials, so long as they never accept any form of public tax credits or dollars! Second and third option Home Schools are and will remain "private" Home Schools, so long as they never accept any form of public tax credits or dollars!  Last I checked, we do not receive anything from the collected EFA or EIA payments under the LD - 3323 code, aka, "For At Risk Students" funding!
